Research and teaching information
My work looks at decision-making in the public sector, particularly related to changes in organization (such as transitions from hierarchies to markets) and to responses under pressure (such as during a public health emergency). Methodologically I focus on in-depth case studies, seeking to empirically uncover the key events and processes that lead to particular choices. The cases I have researched include contracting-out, private-public partnerships and related transformations in particular government services and public health agencies' responses to influenza pandemics.
